
MFHEA license
Woolf remains licensed by the Malta Further & Higher Education Authority (MFHEA). Woolf has held an MFHEA higher education licence continuously since September 2019, and its licence remains in force while the institution's routine cyclical quality assurance review is being completed.
Woolf's current MFHEA licence status
Woolf has been continuously licensed by the MFHEA as a Higher Education Institution since September 2019 under Licence Number 2019-015. Woolf's licence is current and in good standing.
Woolf's original licence period ran until September 2024. Since then, the MFHEA has issued extensions while Woolf's cyclical quality assurance review is underway. That review began in April 2024 and is expected to conclude by June 2026.
The MFHEA has since clarified that institutions whose cyclical reviews remain in progress receive automatic licence extensions under MFHEA Communication 05/2025. Woolf's current extension is also reflected in the MFHEA official registry.
This is a standard regulatory process rather than an exceptional measure. Woolf continues to operate normally under its existing licence while the review proceeds.
What is a cyclical quality assurance review?
Every accredited university and higher education institution in Europe and North America is required to undergo periodic external quality assurance review. This is a routine and mandatory part of higher education regulation, not a response to any institution-specific issue or concern.
In Europe, these reviews follow the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). In the United States, equivalent reviews are conducted by recognised regional and national accreditors. In both systems, an external panel examines governance, teaching, assessment, academic standards, and student support before licence or accreditation renewal.
These reviews commonly take 12 to 24 months. During that period, institutions continue operating under their existing licences while the review is completed and renewal is finalised.

April 2025 to April 2026. Current MFHEA licence. Under MFHEA Communication 05/2025, this licence remains automatically extended while Woolf's cyclical quality assurance review is in progress, until the process is completed.
